Removing failed cement top up job - surface casing annulus - platform well

Is anyone aware of a possible solution to remove or mill out a portion of a failed cement top up job from a surface casing annulus to allow access for further remedial grouting/cementing deeper in the annulus?
We have an old well in which the primary surface string cement job was compromised deep due to total loss zone which meant cement could not be brought up above 700m. A top up job was performed with spaghetti pipe inserted into the annulus but this was only 2 x 50bbls slurries, and we don't believe it filled the uncemented portion sufficiently. The cement that is near surface has been compromised by thermal growth effects of the surface string whne the well was produced and there is no bond remaining between conductor and surface casing as they now move independantly when on production.
We'd like to be able to remove all, or some of this cement to allow us to pass a conduit deeper into the well and try to fill as much of the gap as we can with cement/grout or resin to attempt to reduce the level ofsurface casing growth, but have not yet found a possible solution to achieve this
