Scale restriction in casing

Dear all,

I would like to get any sharing regarding our problem:

We run 2-7/8" tubing inside 7" casing, the tubing stop around perforation. A year ago 1-1/2 coil passed but slick line stopped almost the same depth. The assumption is scale. 
Is that possible of the hardest scale can hold hitting of 15 tons tubing weight? This is vertical well. 
We did not do any additional running to investigate more and capability to drill due to lifting only.
