Mudline suspension protection frame with four suction anchors

Do you have any experience for running of “ Mudline suspension protection frame with four suction anchors? Suction anchor height is 13” and its need to get below seabed. Protection frame weight is 4.3 ton and I am not sure it can reach by its own weight. Water depth is around 25m. We might need suction pump?
Anybody run this before? Please advise.
I have attached MLS protection frame.
