Shoe Bond Test

We'd like your thoughts on Shoe Bond Tests (SBT). This is a separate test conducted AFTER drilling out the casing shoe-track, but before drilling a small section of new hole and the subsequent LOT/FIT.
- Are there any regulations that require this?e.g. NORSOK.
- If so, what do they say?
We've have only ever come across a SBT at a particularly old-fashioned oil company.
It seems like a waste of time and money.
Thoughts / feedback and (especially) experience are welcomed.
