BOP Removal Un Perforated Well

I have a land well un perforated, low pressure.
Casing and Liner set, cemented and tested, logs show good cement behind casing. the well has been suspended for a time period with 2 cement plugs.
Plugs were drilled out and a corrosion log was performed on the liner which showed excellent condition.
Wellbore is full of Completion Fluid 500 psi over reservoir pressure.
A tubing spool replacement is required which will involve nippling down and nippling up BOPs.
Can I class the cemented casing and liner as one barrier and the fluid as the second? Is a plug also required? is it a nice to have? is it a case by case decision?
Seems to be a bit of a grey area
