Annular preventer

How do we define the pressure rating of the annular preventer for a particular well? 

The annular preventer is usually rated at about 70% of the rated pressure of the ram BOPs in the safety stack.

Often we see that the safety ram-type BOPs are rated for 10,000 psi, while the annular is rated for about 5,000 psi or (15kpsi vs 10kpsi)

In accordance with the above the chosen rating for the annular preventer is not in relation with the maximum anticipated surface pressure and thus can be lower than this MASP? 

Why is this and does anybody know if this is discussed in any specification (API IADC etc.) and or technical paper?
