Drilling surface cement plugs with hydrocarbons trapped below while the annular is at full working pressure due too little to no reaction time.

Has anyone else had a well that had pressure below the surface cement plug during a plug and abandonment? We recently were called out to deploy technology we currently use to displace the wellbore separately from the riser to completion fluid. The tools outer housing locates in the annular and the inner mandrel is free to rotate and reciprocate through the outer housing with well control. We have successfully drilled a few surface barriers with two having pressure below. 1000PSI and 2000PSI. The last cement plug we drilled with the annular closed was drilled at 120 RPM with just 2-3K ft/lbs. of torque. Just wondering if this is a common occurrence.
