Jack up 'Slim hole' finder well design

30 March 2006 I am currently reviewing drilling a Central North Sea well as
follows. i.e. Drilling a 17 1/2" wellbore from a jack up, riserless
to required integirty depth (e.g. 3500-4500ft). Running and cementing
13 3/8" casing as the sole inter-face with the surface BOP? Then
drilling a slim finder hole to the well's TD (11,500ft, 9500ft TVD),
anticipated mud wt 14ppg?

Any operator's or contractors' engineers with comments in respect to
this proposed design? I would be happy to discuss.
