Shock Tools

My thinking is always run Shock Tools as low as possible to mechanically decouple the max amount of BHA from bit virbations and shocks.
However, how much weight can be run below Shock Tools for them to be effective.
And also how is the spring mechanism graded for wear (ie how can you tell if the (for example) Bellville springs are worn out. And can Shock Tools be configured with different spring settings.? If so what is the calculation to arrive at the correct spring value for a specific application.?
