Metal to metal seal as permanent barrier in subsea deepwater wells P & A

Is the metal to metal seal assembly in subea well head  casing hangers considered a permanent well barrier (for annulus).

Assuming thorough  inflow tested  has been performed on the seal assembly.

The application is for permanent  P&A. for decommissioning.
