BOP test frequency : changes post Macondo

At a recent Workshop, we learned that the incumbent Drilling Co has a 2-weekly BOP test frequency.
I was under the impression that the industry had moved to a 3-weekly frequency, and that this was supported by studies done by at least one major Oil Co which showed that it was "safer". The study showed that the majority of failed BOP tests were traced to control system failures, as opposed to faulty seals. It concluded that regular operation and excessive testing of seals would only serve to wear them out prematurely and that the key assurance lay in verifying the operating system.
The study recommended extending the frequency from the (then standard) 2-weekly "gap" to a 3-weekly gap; but with regular control system checks (weekly if possible).
Given the continuing fall-out from the Macondo incident (recent reports suggesting that the BOP failed to seal due to a piece of damaged drillpipe across the rams), I am polling members current views (and policies) on :
1. Testing frequency.
2. Testing of blind/shear rams
3. Any additional checks/steps taken to verify system integrity once installed on the wellhead
.. and am especially interested to know of any Co that has "gone back" to fortnightly BOP testing.
