Completions : Basis for Final Annulus Test

I´m doing some TL support at the moment and the following question
came up at the Completion Programme Review :

The final annulus pressure test - land wells
The packer has been set and tested from below. The tubing hanger
has been set and seals tested thru the test port 10,000 psi. Tubing
has been tested to 6500 psi.

The final annulus pressure test is programme at 3500 psi ?

Questions :

a. What is the basis for the final annulus pressure test ? Is
it a test of the packer from above or a system integrity test ?

b. If it´s a final system integrity test, should it be to
maximum expected CITHP (in our case 5000 psi)
