Wear bushing stuck on surface BOP

Wear bushing stuck 28m below RKB, tried pulling 140k overpull, jetted area numerous times, dogs on pulling tools damaged. Going to try casing spear & bumper sub, problem is rig is Amphion cyber so not good for fishing work
