Cementing surface casing to seabed

There may be a number of reasons why you might want to cement the annular space between conductor and surface casing back to the seabed. I'd like to get a complete list of reasons why people do this. To achieve this, we sometimes spend a lot of money on lightweight slurries. I want to see under what circumstances it's justified to spend that money. Please give me your thoughts; when would you be willing to spend more for lightweight cement in order to cement back to the seabed? Thanks, Steve Devereux.
