Cement damage from float equipment

1) Sometimes I have seen the cement of guide from the float shoe or the guide shoe getting damaged during logistics, or during mishandling of the floats, or if there casing held up during RIH and if excess slack of load is given. Is there a best practice recommended from API or anywhere, where in it talks about minimum compressive strength to be maintained for the cement to be filled around the poppet valves of the floats?

2)Also what is the best way to improve the bonding of the cement to the float id?

3)Best way to fill-in the cement in smaller floats to avoid the leaks? for Ex:4-1/2" floats where there is quite a less room for the cement?

Thanks
