Inflow testing a liner lap

Can anyone point me to legislation concerning the requirement (or not) to inflow test a liner once set.

1. Are there government regulations or are these just guide lines only?

2. Does it vary across the globe/regions ?

3. Is it operator specific according to their own regs/guide lines?

4. And/or what is considered "best practice" criteria? (incl. API)
