Holding time for sealability evaluation (ISO 13679 / TWCCEP)

Hello everyone,

While doing an intensive review of certain qualification standards for Premium Connections (ISO 13679, TWCCEP, etc.) and related literature, it has come to my attention that most of the “allowable seepage rates” are expressed in terms of 15 minutes.

e.g. “0.9 cm3/15 min or 0.9 ml/15 min”. 

Does anyone know the reason or has a lead regarding the origin of this 15 minute period?
