Staggered Inspections of BOP Equipment

Has anyone heard of any companies staggering inspections on their BOP or associated equipment to more than 5 years?

One of our Subsea Supervisors has enquired into how we go about looking for "collective data" and justification to carry out staggered inspection as per API 53 sections 6.5.2.1 and 6.5.2.3.

I know API were looking at formulating a document called "Guidance for BOP Equipment Condition Based Data/Maintenance" to address this but cannot find any trace of it.
