Squeeze Cement

We just had a bradenhead-squeeze inside 13-3/8" casing recently (Without RTTS, just use stinger to pump the cement plug, close the bag and applied pressure on string). There is an argument on "Waited-on-Cement" for bradenhead-squeeze cement.
1. WOC time will be start when we mix and pump cement plug inside the hole
2. Other says, WOC will be start soon after we apply pressure inside the string to squeeze cement (cement plug already in the hole and the bag is close).

Can someone tell me, which one is the correct WOC (rule of thumbs/best practices) for squeeze cement operation? Thanks.
