Strength caging in Geomechanically unstable shales

We have suffered 2 stuck BHA issues on the same well, same hole section. The formation is shale. On both instances we got stuck at similar inc and azimuth. Primary well we got stuck on POOH at 31deg and 95deg azi, 733m TVD. On sidetrack we got stuck at 32deg and 96 azi , 614m TVD. So different TVD but very similar Inc and azi. Insufficient hole cleaning was suspected on first BHA. On sidetrack hole cleaning procedures were adhered to and not thought to be stuck pipe mechanism. Geo mechanic or tectonic stress could be possible mechanism for stuck pipe.
Is there any mud product on the market that can stress cage a destabilized shale formation? Could scab liner be a possible solution?
