Decommissioning & Abandonment of wells

As safety regulations get tighter and tighter. I am trying to get  data on approximate /average costs for  abandonment and decommissioning old wells. for land, swamp and offshore enviroment

In my research, I came across conflicting reports, where some of the casing sections are retrieved and some others where they are left and cement plugs set in place.

The cheaper option would obviously be leaving the casing in-hole and setting appropriate number of cement plugs and bridge plugs, retrieving the well head and restoring the location. offshore decommissioning would involve a rig/vessel.
