How to identify genuine PDC bit from bit supllier/vendor

We ran  6 bladed PDC bit in 12¼ inch hole section a well and the bit only made 1,400ft which far below the expectation of this bit based on the offset well records. The same bit was used in the offset wells and made over 5,000ft and when the bit was POOH dull grading of bit is such that the bit can be rerun.  To this end we suspect that the vendor may have supplied "padded" or refurbished bit. I have attached a picture of the bit when it was POOH.

Kindly share your experience how your organization/company overcomes this problem i.e making sure that the bit vendors supplied genuine bit especially PDC bit?
