Drilling fluids for casing drilling

I am looking for advice on  drilling fluid options for use with casing drilling. Our potential casing drilling provider has experience of using water. However, we are considering the scenario of casing drilling the 13â…œ inch casing through reactive and dispersive claystones. The formations may also have subjected to some degree of tectonic stress and I am not comfortable with the thought of trying to do it with water. Drilled conventionaly we would be looking at an inhibited fluid with  densities of up to 1.4 SG. Does anyone first hand experience of casing drilling in this sort of circumstance?
