Running 7" 22Cr liner

We are planning to run a 7"22Cr production liner but want to challenge the paradigm that we need special handling equipment.  The liner will be cemented (with appropriate excess) in SOBM.  Our argument is that the liner exterior is not exposed to wellbore fluids apart from around the perforations, is cemented, and even in the case of a less than optimum cement job, is exposed to an inhibited medium (SOBM). 

Is it, therefore, not subject to the normal rules of Cr tubular handling which we would apply for production tubing?

Are we wrong in our assumptions? Has anyone done this before?  Does anyone have any information on corrosion rates for pitted but non-flow-wetted surfaces such as those we would see on the outside of the liner?  Expected well life is 12 years.
