Minimum Cumulative Cement length requirement

For an upcoming P&A Well I plan to use the CUMULATIVE, log verified, annular cement behind the 9-5/8" casing as a part of my barrier. Previously I have used minimum cement lengths of 3 ft to make up the overall annular cement length.

The 3 ft is a figure I have seen used around the industry but I have never seen any technical documents supporting such a small length. Is anyone aware of origin of the length? Are there technical papers out there which state different minimum cement lengths?
