Annular Packer

Dear Esteemed Members,

We have installed annular packers in the 2 of our HPHT wells in the 9-5/8" section. 

But in both wells the cement for this section is unfortunately not satisfactory and is only up to the 13-3/8" casing shoe depth. 

My question is if Annular Packer installed is acting as a pressure cap which is preventing the cement from reaching above the 13-3/8" shoe as planned.

We are using Welltec Annular Packer.
