Open Hole Excess Cement Volume for 20" Surface Casing

More and more we are looking at sustainability and also cutting down the cost of drilling new wells by targeting easy wins.
One of the areas I'm looking at is for our deepwater subsea wells, whether we pump too much open hole Litefill cement excess (180%) on the 20" surface casing string lead (which is already a large volume cement job). I've never really found any justification for the volumes we choose to use and we almost always get cement to seabed significantly earlier than when we stop pumping.
What sort of open hole excesses are being pumped these days and why? Can we reduce these volumes?
