Jack up leg length above the drill floor?

For a well that pretty much is getting to a jack up limits. I am seeking information regarding. 

Safe jack up leg length that can exist above the drill floor. Is there a defined limit?

As per Ref. jack up rig .jpg schematic attached.

What rig standards, specification, drilling contractor requirements criteria would define this please?.
