1) Bit type needs to be specied. PDC or Rock bit.
2) BHA needs to be specied. Rotary, Motor or Rotary Steerable. Need to specify the directional tool such as Auto track, Power drive or Geo steering tool, because every one of  them have certain limitation.
3) Type of plugs needs to be specified. Normal or anti rotation type.
4) Type of shoe needs to be specified. Normal or reamer shoe.

Guys, I think this question is about the recommended drilling parameters to drill out a balanced cement plug inside 9.5/8” casing that was a cement slurry mixed at 15.5ppg. So ideally you need to know the drill bit details to be used or suggest one along with parameters. Over to you drill bit folks!!!

More detailed information is needed before a meaningfull answer can be provided.
Assume you are not yet using anti-rotation cementing plugs/float collar. It would be a tremenduous help.
Unsure of the type of cementing plugs: same supplier, type of interface not only between plugs but also with the float collar.
AND above all are you using LEFT-HAND shoe track to avoid unscrewing it whilst rotating the drill string.
If the above conditions are not met, extreme care must be used alternating spudding and drilling, with slow rotation and not too much weight on the bit...It may take hours!

Drilling out cement and equipment doesn't have any relationship with MW. Just apply WOB up to 50 # and rotation 50-80. once the plugs are drilled you can increase the RPM and slow down the WOB

That’s pretty simple. Adjust your mud to formation pressure. . Drill out. What’s the problem?
